Is Peppermint Rainbow’s “Green Tambourine” a cover of the Lemon Pipers’ hit?

Not only is it a cover of the Lemon Pipers’ track, but they actually use the same instrumental backing track – sans the Lemon Pipers’ vocals. I used this as an example of how bubblegum pop recycled nearly everything – riffs, lyrics, even whole instrumentations and recording tracks.
